An openings strength is based on how it does against hostile competition, not how "artistic" it is...and I'd guess this opening will be like butter and every other player on chess.com a sharpened knife.

Black's best response is either e5 or d5, attacking the center of the board and snatching the initiative from white.

You told us to comment on the move order, but I must say this. I don`t mean to be rude. White created this pawn structure with black seemingly whiling away his time. I doubt that white will even reach this pawn structure if black developed and attacked properly. This position cannot be reached against an experienced player.
I agree with lebronfan2011. The best reply for black is e5.
Anand should be asked to test this opening against Carlsen.
