Is it called the Irish gambit because you'd have to be drunk to play it? Also according to your video it's black to move in this position.

No, it is like the Halloween Gambit. There is a difference. In the Halloween, White plays the Four Knights. Here, White takes the e-pawn on move 3.

I thought the Irish gambit involved drinking a shot of whiskey after each move in the opening.

Well, I'm part Irish but not full blooded. So that means I can still play the Irish gambit if I wanted to.
