You're using Bc2, d3, Nbd2, and Qe2 to create a strongpoint on e4. That's not super-ambitious, but it allows you to develop quietly toward the kingside, usually including the Nf1/Ng3 knightwalk like in the quiet lines of the Italian.
Works best if black plays 2...d6, forgoing the chance to play ...d5 in one go, as ...d5 is the surest way to disrupt such a plan.
I guess some fairly good players run it up the flagpole against the Nc6 lines, too, but not sure I see how this is good for white.
In my experience, most Kopeckers (TM) play KIAs against 2...e6 lines.
