After 1 Nf3 e5, you can.
Nf3 VS e4?
1.Nf3 allows for transposition to c4 d4 and e4 openings, depending on Black's first few moves, white can choose between the c4 d4 or e4 opening he thinks is best. 1.e4 allows black to choose the opening in many cases, or only allowing a few opening options for white
The Reti opening is 1.Nf3 d5 2.c4. Assuming that's what you mean, I think it's usually used to restrict the game to itself or a collection of d4/c4 openings, by transposition. So if you prefer hypermodern or positional games, it might be a good choice.
I tend to play 1.Nf3 and 2.g3 and it gives me interesting games. The thing to remember is that you must take care not to play it in a too rigid way. One of the funniest stunts I managed to pull off in an OTB tournament game was winning with a kingside pawn storm (so far, so normal), but only after relocating light squared bishop from g2 all the way to b3.

Réti Opening, also called Zukertort Opening, is 1. Nf3.... 2. e4
What advantages does this opening have over regular e4 opening?
