Queen's Gambit

I'm not sure what you mean by respond to the queens gambit (1d4 d5 2c4). The best responses to d4 are Nf6 and d5. You can continue QG by either accepting the gambit (2..dxc4) or by declining with 2..e6, 2..c6, and others, although technically queens gambit declined means 2..e6.
My favorite responses are Cambridge Springs and Semi-Slav. At your level, it probably doesn't make much difference whether you accept or decline, although declining may be slightly better.

Lots of world champions and world class players have played the queen's gambit accepted.
Kasparov played it twice in his title match against Kramnik in 2000.
those are world champions, the person asking the question isn't. He is rated 1150, maybe if he/she studys queen's gambit then he/she could accept it. But for the safe side, if you don't know how to handle Queen's gambit, just decline.

Dont listen to people who are saying you have to decline it or you have to play Nf6 instead or anything like that. You can decline it or accept it, as a Queen's Gambit player myself both are perfectly fine at any level, just know that if you accept it, DO NOT try to hold onto the pawn, just let white recapture it and you will be fine. I find that since it is somewhat rare for people to accept it, I get caught off guard and am somewhat unfamiliar with QGA positions because of the sheer number of QGD's and Slav's and Semi-Slav's that I have to play against. I probably face the Ragozin more than the QGA tbh.

I like the Slav Defense because it usually allows me to get my QB from c8 to f5 or g4 before e6 blocks it in: 1 d4 d5 2 c4 c6 and soon usually ...Bf5 or ...Bg4 then ...Nd7 soon after.
