2) yes but in almost all cases it is played after Bf4/Bg5, and as it isn’t a forcing move or a developing move, it’s a bad first move.

1 e3 is not bad at all and the engines even give White a slight edge.

If chess is a forced draw, it's like all the other main lines. That shifts the battle to familiarity and reduction of homework.
