They weren't weak players back then, theory was just different. The true Bowlder Attack (named after Dr.Thomas Bowlder) is characterized not only by Bc4 but Qe2 as well. Without Qe2 I don't think it's a true Bowlder Attack.

2.Bc4 is garbage, no need for a specific "refutation", white basically throws away any tries for advantage.  =
