The Englund Gambit, The Latvian Gambit, The Albin-Countergambit - They are utter trash no matter what your rating is. The moment you go around saying "But a 1200 won't know what to do against it." - DON'T CARE! You will do nothing but learn bad habits playing that trash.
The French, Caro-Kann, 1...e5, Sicilian - Doesn't matter if you are 1200 or 2700, these are all sound openings.
The opening that is best varies from person to person. It isn't like I face a 1400 and just suddenly the Caro is better for me than the Petroff or French. I don't care if you are 2400 or 1400. You play 1.e4, I will play 1...e5. If you play 1.d4, I will play 1...e6. Period! Don't give two hoots what the opponent's rating is.

Passing dubious statements of opinion off as true is a norm with ThrillerFan, just ignore. The fact he named himself Thriller fan, referring to the Michael Jackson album, is a clear indicator of that.
Englund is trash, that much is true. Albin is performing similarly to the Englund, but it's less inherently lame. Latvian, on the other hand, is performing well even into high elo ranges. White has a strong response to the Latvian yes, but even at 2200 elo white is losing more than winning in this line - even in rapid games... so depending on what your chess aspirations are that may tell you everything you need to know.
If you enjoy sharp / fun lines and you don't aspire to climb very far above 2200 I would advise you to play Latvian, or maybe even Albin, but not Englund due to the dumb and lame aspect.
Also remember all lines like this are better online than OTB, and usually better in bullet.
Obviously the claim that your opponents elo has no correlation with their ability to refute a sharp line is simply nonsense.
