I vote a3. This obstructs the knight, and any move with the rook on a1 would be a time waster. The bishop would be more effective prior to moving the rook. (as far as the opening is concerned), and f3 could at least be modified into a delayed variation of a Stone Wall. I am not an expert, but I have experimented with these supposed 'bad openers'. a3 only opens the rook, but into a short range. (unless the opponent sacrifices the queen to get it...

a4, a5/ h4 h5 is essentially a redundant move, and is mostly an obstacle for stratagy, but immidiately just an akward position.

Easily 1.f3.
Takes away knights best square.
Exposes king.
Doesnt control centre.
Doesnt help the bishops to develop

Breaks pretty much every opening rule.
