I'm pretty sure theirs a way to refute by giving back material
It's a fun opening for blitz or bullet.
When I faced it as black I usually play this line with a lot of success:

How do you refute your the opening that your playing in the game?

Why bb4? hangs a knight?

Because I want to give back the knight for a comfortable position. Black is better not winning, but most players are really bad at dealing with that because they loose their attack after they get back the piece.
Of course Bb4 is not the most critical move, but the most easiest one to get a good position. You can of course keep the knight, but this gives white the attack he wants when playing the halloween gambit. If you want to study the critical line of course this would be the way to go.
I once faced the delayed jerome gambit (see chessbrah channel for the video) and instead of keeping my extra material I just have one piece back. Usually, players who play dubious traps fall apart quickly when they face a variation they are not familiar with or a variation that neutralizes their attack. it kills all the fun from playing the gambit.
If you want to keep the knight then play Ne5 instead of my suggested line with Bb4.
When I open with 1.Nc3 (Dunst Opening, aka Van Geet Opening), there is one specific reply that I don't want to see: 1...Nf6. This obvious non-comital developing move takes all of the fun out of the 1.Nc3 "system". I'm forced to either transpose back to main lines, or else play something dubious like 2.b3 or 2.f4. I guess I shouldn't have told you all about how to nullify my favorite offbeat opening.

B3 isnt dubious though

To be specific, I think 1.Nc3 Nf6 2.b3 is too slow. It's definitely playable, and leads to original positions, but I always seemed to struggle to develop an initiative in this line.
I hate facing the black lion, because I absolutely despise this kind of chess. Most players who play this opening just bang out 30 moves without thinking. They would rather blunder a piece than deviate from their memorized setup.
