The Colle-Zukertort for white comes to mind - Bb2 and Bd3 aim right at the kingside. This is playable against many variations that black may choose, and it's a good opening for beginners/players who don't have time to study a lot of theory.

Also, 1.b3 is an option, the Larsen's Opening. I would take a look at both, as both openings are somewhat instructive to play.

fischer sozin variation of the sicilian defence. White's Light squared bishop gets active play on the a2-g8 diagonal. the darksquared bishop, not sure. might check it out

My recommendation is better - the OP is rated 1300.

(AKA, he is unlikely ever to reach a Sicilian Sozin, which is too theoretical anyways, and should stick with 1.b3 or Colle-Zukertort, which can be played against almost any black setup).
