He seems too inconsistent. I think this year should be his big splash or else he'll remain mediocre.

David Howell is considered among the "up and coming" chess players in the circuit, a young, promising talent after being the youngest English chessmaster. He's usually also invited in several prestigious tournaments, recently being the London Chess Classic spearheaded by Carlsen and Anand.
However, after breaking the 2600 barrier in the beginning of 2009, his rating seems to have fluctuated around the same range, without making any significant progress, in fact right now his rating his lower than 2 years ago (Jan 2009), and is even expected to go lower.
Does this kid have what it takes to take his game to the next level, to break the 2700 barrier, and join the "big guys"?
