How to have a custom sidebar thing on your blogs

Some people have like, sidebars on their blogs:

and some people like me don't. How do you add this sidebar thing?

It's under Blog Settings

There has to be content in that setting for it to show. I guarantee @Beyond_Carrot has the option.
