This is an easy question. The most underrated chess player would have to be Lenny Bongcloud! Second place goes to pdela.

Karl Schlecter, H N Pillsbury, Akiba Rubinstein & Dr Euwe are some obvious candidates. People who think Euwe was a lightwt champion (like I used to) don't know what they're talking about (like I didn't)

...well...not "ever"...but IMHO Karpov seems underrated...in that he does not receive many votes in any "best ever" blog...is it because he was in the shadow of Kasparov? Their records are very comparable...also, he was one of the few WCC who never defeated any previous WCC to obtain the crown of WCC...with Fischer, and then later with Kasparov...
...I also believe that the current WCC Anand is underrated...having been the only one ever to win the title of WCC in all formats...yet barely mentioned in any discussion of such...and even though he is the WCC, he seems to be in the shadow of Magnus...ooops...Thor... LOL...

Absolutely agree, therefore I would vote for Max Euwe. The greatest chess player we've had in the Netherlands.
