My rating just wont improve

It's been around three months since I started playing chess. I think I know the basics pretty well, but I still can't seem to get my rating higher than 300-450 and it's frustrating. The only topic I haven't really touched yet is chess openings, because someone told me to first learn the basics and bring my rating to 1000 before I start with openings and chess theory. Was that a mistake? What am I doing wrong consistently that I'm not improving at all?
