Hmm... if we are talking about SECOND BEST player, that means we MUST exclude EACH and EVERY single player mentioned as being FIRST BEST (i.e. Morphy, Fischer, Kasparov, Karpov, Spassky, Nakamura). This leaves VERY FEW to choose from, so I'll cast my vote for Justin Bieber because he employs some sort of Hippo system
