Strongest player who hasn't become a IM

Oh well, I guess there are many possible candidates for that title.. what about NM Jerry Sealed.. I only know his blitz skills though

Jerry would definitely be my vote for a player who never reached 2200 FIDE.

There are a lot of players stronger than Jerry who never reached 2200 FIDE. Although he's probably good enough to do it

So yeah, that person would be the best player never to be an IM.

  During Fischers reign, the #8 player in the world was a NationalMaster rated 2600ish!

I cant recall his name but its a fact..

 A curious question. Like asking who is the tallest person under six foot happy.png...A clubmate of mine achieved one IM norm once and during his purple period beat a couple of GMs and IMs. Amongst other openings, he played the Morra gambit and I believe he still may be one of the leading authorities on it in the country.

According to the introduction to the fifth edition of "Tal-Botvinnik 1960", FIDE awarded Tal the GM title without his being an IM first.

Of course, the original GMs weren't IMs first, but it wouldn't be at all sporting to include them.

 Sofia Polgar may be a good candidate. Peaked just over 2500, had a tournament performance rating in the 2700s, then quit chess.
