I think, that in terms of official FIDE ratings or other chess organizations ratings, this is out of the question. At least, I have not heard of a player, who have FIDE or some other chess organisation rating of, say, 100 or 400. And in terms of ratings of chess gaming sites, there are hundreds of them. And even then, this is very conditional, since each chess gaming site has its own method of ratings calculation.
