There are kids rated ~1500 or even lower who get titles from tournaments. A few months ago I read a story about a 9 year old in England who became the youngest Britsh CM ever by getting 3rd in a tournament. In that tournament he beat a couple 1500s and a couple unrateds, and was only rated around 1600 himself.
I guess I shouldn't talk, though, since 1600 is still well above my skill level haha

I think these tournament given titles are a joke. Especially, when they're handed out in some U8 or U10 tournaments, where the top players are nowhere near the rating floor to be awarded the title by normal standards. So yeah, some kid played couple years in some remote location, and finished pretty well in a local championship, and will forever remain titled with a rating of 1000. Even though he or she wouldn't stand a chance against your everyday chess club C-class players.

Here's an IM I played against in a tournament here. His FIDE rating is 1872, and he plays at about a 1700 level on chess.com daily ratings. (It's much lower now because he apparently stopped playing & timed out on a ton of games).
He apparently won his title at the 4th Asian Seniors Chess Championship, held in his home country of Jordan.

Wow, this means that I (along with many others) can get a title. You just have to play in the right tournaments.

Apparently the FIDE world Cadet and World Youth gives out titles, but the winners are usually very strong. You could come from a country that's bad at chess, become their national champion, and they will probably give you an FM or CM title dispite them not having any titled players.
Well their is hope for me yet :)) I was a master till the age of about 12 then I became a Mister from 13 onwards :))
