I might have asked this already, but a joker can't capture on a turn after the other person moved either a witch or a time thief, is that right?
And castling, king moves over 3?

Both correct.
You could now already castle and your King would end on b8.
Joker inherits the normal movement and capture abilities, so inherits no capture from the Witch or the Time Thief since these don't have a normal capture.
