Perhaps my explanation is too complex. Just imagine that you don't get the communication of what your opponents move is til you commit to your move. All moves are therefor pre-moves.
This concept is rife in this community. Why not develop a variation where ONLY premoves are allowed. Your clock stops when you make your premove. If your premove turns out to be illegal, tough. Your turn is skipped! Simple.. Realistic. This is the fog of war. You don't know the situation in real-time. There is that little thing called satellite delay.
Chess is war. Short of using nuclear weapons, why not make it as realistic as possible?
You write your move in your chess log, close the book and hand it to your opponent.
He then writes his move in his chess log, opens your log, makes the move on the board you wrote., and hands both logs to you.
every move is in effect a premove but if not possible no move made.
if you then find that his move illegal, it is not made so his move is skipped. if it was also illegal even before unveiling the delayed he loses the game by default unless there is some way it could have been legal.
