The flag holder may move to an attacked square, but not beyond that
Notice the may move. The pawn, when moving, did not move beyond an attacked square, therefore it is legal.
Consult other MODs if you don't believe me.

It just says "may move" implies that it cannot move to an unattacked square, sure seems like the most likely interpretation
