Interesting. Why do you evaluate the guard to be so low that it is weaker than a pawn?
My estimates:
pawn: 1
guard, bishop, knight, king: 3
(knights 3 when board is crowded, goes down slightly in endgame)
rook: 5
witch: (3-5)? (less in endgame)
queen: 9
Some other pieces:
hunter: 4.3
(Hunter moves as a king when it does not capture. Captures by jumping as a knight, or jumping two squares orthogonally).
3 for king??? i prefer 4 I normally put 0 
The thing that holds back the witch the most is that it is unable to capture pieces. How much that holds it back though, who knows? I haven't really played a game where the value of the witch was a deciding factor. And the value of the pieces tends to matter the most in the endgame when the witch is at its worst since you don't have many (or any) pieces that can move over your transparent pieces. JohnHS had an easy win in an endgame with knight vs witch once.
That said the value of the witch should be significantly higher in the opening compared to the endgame. Also, you can't just think of a trade with for example your bishop for a witch as just a trade between those pieces. When you lose your bishop that means your witch gets weaker.
One more thing I want to mention is that I think the witch is worth a lot more in 4-player bulldog chess compared to regular bulldog chess. And if you combine it with other pieces, such as the time thief it also increases quite a bit in value. I think the value of the witch is the most dynamic I have seen on a chess piece (excluding pieces that can promote).
