I think queen is great for many attacking opportunities, being able to attack every piece from long range without getting attacked in turn. Therefore, I think that if chancellor is 9, then queen should be at least 13.

Queen is definitely more than two pawns better than a chancellor. I'd say 15. Otherwise, close enough. Hawk is probably 6 or 7.
