On other hand, India-11 is new with only 500 members but still you can see 8 to 10 members online in its chat room. There are other groups as well, like 'chess.com university', 'chat global', 'aw-rats' & dead group team India with more than 7000 to 12000 members but no one chats in their rooms.
This proves that India-11 is the second most active chat-room at chess.com.
