Being in many clubs and making friends with people is what I'd call "the best and fastest way." My club had hit a peak around 80+ members within just a few weeks, before I took a long break from Chess.Com.
Another tip, is inviting people you think would join. People who are in lots of clubs are more likely to join, rather than those who are not.
And lastly, I would recommend using all 30 invites yourself, rather than relying on others to help you. Not that there's anything wrong with others helping, but most people don't like to invite, and may just invite random accounts, inactive accounts. This way, you know for sure that you're making your invites count!
