Abandoning games with mate in 1

I've had it happen several times lately in 10min games (at the 1100 level) where I find a forced mate in 2, I make the first move, and the opponent just.... does nothing.  They don't move a piece, they don't resign, they don't close the app to abandon.  Chess.com waits about 3 minutes then starts a 60 second timer.  Waiting 4 minutes (when I want to get to my next game) is super annoying. I'm fairly sure these people are doing this as a "tactic"  hoping some people aren't willing to wait and just quit the game, sparing these jerks from losing their precious ELO point.  To be clear, these are situations where there is absolutely nothing to think about, moves are forced, there is no way they are actually thinking about their moves.  

Is there anything I can do about this?  Is this something that's worth reporting a person over?

If they do it too often, they get placed into a pool of players that does the same thing.

Someone did this to me too; I got the upper hand, forked their queen and rook, and then they abandon the game

Honestly, I think these "players" are just bots set up by Chess.com, incentivising real people to sign up to the membership so they can play multiple games at once. 

Very dubious tactic if it's true.

probably not the best theory as it would probably drive people off the site and to lichess.

Thanks for pointing me to that policy. Its says right there "stall to make opponents wait unnecessarily", and thats exactly what this is.  I'll report the people next time and feel good about.  If nothing happens to them, I'll never know anyways, but at least I feel like I shoved it back at them.

ff to Lichess and have started playing there and way better for 960 which I love...greedy chess.com not getting a cent more off me!!!!
