Vimal, I know they are sore losers. But the point is, are they violating any rule of chess? If they are not, how does chess.com say that their account might be restricted?

I'm not sure exactly what guidelines chess.com uses, but the idea is to prevent people from doing what you've described. Yes, according to the rules of chess, right after you lose your queen to a knight fork you can sit there until your time runs out. On chess.com, if a player does that often enough their account will be restricted. chess.com can do that because it's their website.
Frequently I play with annoying peoples who, in a losing situation just stops moving and wait for the timer to count down. Sometimes they move may be a couple of minutes before their own time runs out hoping that the opponent left the PC by then warranting a win for the loser. But, at the same time I have seen that after the game the dashboard says they have violated the rule and may have their account restricted. My question is, behaviour of those losers, however annoying it might be, isn't illegal violating rule of chess in any sense. I, as a player have as much time as I want to 'think' untill the clock runs out, whatever the board situation. So what's the criterion used by chess.com for this matter?
