can people get messages you send through the game chat after they leave the room/match ends?

Just wondering if people get a notification they’ve been messaged after they leave the room and i type something into the chat. I sometimes say “good game” if it was close. No one has ever responded so idk if they don’t get the message or just don’t want to respond. I have no problem with people not saying good game back… just to make that clear .
