The leaderboard shows this nice bell-curve rating distribution with a median rating somewhere between 1000-1200, but I don't often see players rated below that. Does the leaderboard include inactive accounts/accounts regardless of games played? If so, is there any way to get more "accurate" stats?

What do you mean you don't see players rated below that? I see lower rated players than that quite a bit on the site.

Maybe it's just me I don't encounter any, my bad.

But looking through the Rapid leaderboard in particular, there were a lot of players with a handful of games played years ago, then a wall of 2200s who've never played a Rapid game. It seems to me these players are super inactive, and I was curious what a leaderboard would look if only active players were included.

Well, your rating is pretty high so I wouldn't expect you to see many lower rated players. Live tourneys are probably the best place but most lower rated players are not going to enter the Open sections either.
