I think it is tenths of a second because a premove takes a tenth of a second.
Does the timer get rounded down to the nearest 1/10 of a second on Chess.com?

I am wondering this question because the Chess.com timer does not display milliseconds, only 1/10'ths of a second. I recently won a game on Lichess.org with 4 milliseconds remaining on my clock and was wondering if such a thing was possible here.
