However, the emphasis should always be on learning and improving more than about the rating numbers. If you really learn and improve your overall chess ability, then your rating numbers will naturally catch up to you.
As for consistency, it is mostly experience and practice. If consistency is too big of a concern due to massive losing streaks and bad sessions, then my video on the Stop-Loss System should help you.
