Guessing times have changed along with the demographics here. Mostly bored kids and paying parents using the site as an electronic baby sitter.

The few exceptions were topics types that are no longer allowed which previously weren't moderated.
if someone came to check out chess.com to see what discussions were on the forum, this is what they would see right now.
