i think there shouldnt be a set # of moves until it affects your rating if opponent loses on time

im playin this guy and this happens frequently with different ppl, but they wait until 8 or 9 moves and decide how they fare in the match. If they're losing then they purposely lose on time because it won't affect their rating until 10 moves have been made. can anyone fix this or should i just deal with it?

oh ok i thought it was ten because it was for awhile. thats much more reasonable after 3 moves since usually there is not much advantage. ok thank you!
