The best advice I've heard about confronting offbeat openings (especially certain Anti-Sicilian lines) is not to try to punish them. Against 1. h4, Black can claim a small edge (White has all but given away the first move advantage) and at the same time must watch for tactical tricks, kingside pawn storms, etc. Play developing moves and treat the game as a normal one.
Relatedly, avoid thoughts about your opponent's foolishness. These are distracting and play right into their hands.

You just have to rise up above players that play these kinds of moves. The best thing you can do is practice good chess principles - if your opponent won't take the center, take it for yourself. Then get developed and castled. Play good chess.
