Is it harder to find a brilliant tactical move or a positional one? Why?
just out of curiosity, why do you ask?
I play a lot of games as a hobby though..but even when I play a serious game like rapid , except for tactical carelessness which is normal at my level( my rapid rating is around 2100)..I feel that my positional understanding is low😔..It is much easier to solve a puzzle that comes from the game of the grandmasters than to find a great positional move..I remember Karpov once ended a years-long fight in the variations with a simple waiting move..
I wanted to know if others are like me?

To generalize, positional.
Tactics are understood at every level above the very lowest, but a deep positional brilliancy might require a very subtle understanding of some aspect of the game that only a very strong player will have.
Imagine, for instance, a scenario where a player gives up a material advantage to squash the opponents counterplay and trade down into an evenish looking endgame but one where our hero has assessed the structure as winning for their side.
