That list is only of people who just have 1 nomination so far, and need at least 1 more to be on the official ballot. Sebleb already has way more than 2 nominations, so he's already on the ballot. If you look at my original post, and scroll to the middle you'll see a list of members that have officially qualified (that list is now still fairly short).
