Your question makes no sense, because you're admitting that staff are infact policing content on the site, you're just clearly not satisfied with the process.
Realistically the site will never be able to 100% control community guideline breakers, just like how it can't 100% control cheaters. this is the same for any website.
What else are you trying to achieve with this post?
The hypothetical scenario doesn't seem extreme but even so, who would joke about such things unless there were some kind of malevolent intent or at least a potential for harm?

Right Sonia, I’ve already made the clarification that they are policing the sight but cannot do everything 100%. I get that. They’re only human.

I mean any person who repeatedly abuses some people or somehow otherwise violate Toss will be punished by mute or ban... at least its like that if cc works rightly

I think that these things what are you indicated are enough to make that person being muted or banned but of course it depends very much on the context, used words, etc.. etc..
That how you described it is not enough by far for anybody could say it for sure...
The thread with mentioning drugs useage could be mentioning that he drank a glass of wine with his girl today and also it can be manual for heroin production... also i dont wanna discuss all possible meanings of the word "kinky"... that already did other people here...

That word has sexual connotations to it, no matter how you try to spin it.
