If you are talking about the black king, white is losing, if the moves played don't happen (any other line loses). The only hope is a draw so white under_promotes to a bishop to check black and allow the rook to check the black king. The black king can't take the rook or it is stalemate.
Since the position is a draw anyway, that doens't really matter but the tactic is showing that white gets the draw under any circumstance.
