my opponent is losing and seemingly willing to stall forever.Is that the culture here to save ratings?Is it appropriate to OUT them?

No, it's not appropriate to out them.
There are many reasons that a player might go on vacation from their Daily games. Unless the game is completely lost and they are using vacation to prolong the game, then you just have to wait until they move or eventually run out of vacation. You can always start another game with someone while you wait.

tx for the feedbacks.Valid perspectives but i have quickly discovered that i can't find the sportsmanship and joy of the game here.Playing the computer it is for me.Teaches you lots more anyway
