timing out

just a quick question on timing out in an online chess match. i began one match against an opponent and after i made the first move he never made one. his one day time limit eventually ran out and the game was cancelled (i.e. did not count at all).

i am currently in a game where both players have actually began play (3 moves each or so), but my opponent has not moved in almost a day (with a 1 day timer in place). my question is this: once the game has officially began does it count as a loss if someone times out?

my original understanding is that it does count as a loss, but i also felt that the other match in which we both accepted the game and i made the first move (and he never made one) should also have counted as well. is this just how the website works, or is this the "official" rules? more clarification please.

As far as I amkj aware, any game with less than 4 moves does not count against your rating, but will count as a loss.
