Not exactly.
The 'inb4thelock' message isn't the message that breaks the rules.
It is usually in response to something that breaks the TOS, causing the forum to be possibly locked.
It's use : To cement their message into the to-be-locked forum, so that it stays there for all eternity. Also used to signify that the forum WILL be locked.
