Depends, for beginners a queen is better because it's much easier to use then to coordinate 2 rooks, but for masters and advanced people 2 rooks is slightly better

2 rooks is better, firstly, they can create a barrier such that the opponent's king cab never come over, secondly, there are alot of tricks you can perform with the two rooks
2 rooks for me because the 2 rooks can protect each other while the 1 queen can only get protected by the king which could get cut off or something and also the rooks can create checkmate threats and attacks on the 1 queen. That is my option for 1 queen vs 2 rooks
2 rooks because they can be conected and you can easy win queen by pinning it on opponents king. It is hard to win even if your oponent has 1 rook and you have a queen.
It depends ENTIRELY on the position we are talking about, but generally the 2 rooks are indeed better, the reason being is that two rooks are not afraid to take a pawn that is gaurded by just the King and Queen.
