This does look like draw to me. After the rook exchanges, neither player can utilize their minor piece efficiently due to the clutter of pawns. The kings would most likely be held at bay by the other pawns.
Is this a reasonable draw position?
I just finished an online game that I won (by resignation) 12 moves after I had offered a draw and it was rejected. I'm pretty new to studying chess, especially with respect to endgames and draws, and was wondering if others thought that was a reasonable draw offer that I made. Would you have made the draw offer? Or conversely, would you have accepted it? After the game (honest!) I saw in the computer analysis that the game was scored +0.00 at the point I offered the draw (after the 23rd move of the game).
I don't accept draw unless I'm pretty sure I'm dead-lost... players below master level often stink at endings (even when they're good at all the other phases) -- they find ways to lose "won" endings, let alone "drawn" ones. Anything can happen. Bishop vs N is tricky and the side that better understands how the position will succeed.
Accepting / offering a draw depends on player's basic attitude ( even mood). You must understand that position can be EQUAL but not neccessarily a DRAW. For example initial position is equal but we don't offer / accept a draw without playing. Also one must try to play an equal endgame till he reaches a BOOK draw. This helps to develop one's endgame play. Even in a book draw nothing wrong to try for some moves as most players don't have sound endgame knowledge.
Regarging given posion - it may be equal but is fairly imbalanced one. One side has Knight other has Bishop. So both of them can try to use relative strength / weakness of pieces . Also King can be more important in these type positions than a light piece. So normally one should keep playing at least till position is further simplified.
