And if this has to do with instances where kids make a blunder up by a queen or something, that's on them because they should know better on how to win the game.
You have to think of this issue in terms of how it would effect gameplay, not how it seems conceptually at surface level.

Stalemate should not be a win. Stalemate should be a beer. That way, you may not have won, but at least you have beer.

Stalemate should be a loss for the player who gets stalemated... and a double or triple loss for the one giving stalemate.
