I improved a lot by playing a lot of rapid chess. I don't know if you consider my rating good but it was certainly worse

Forget about your rating, focus on improving. The rating will follow.

I see some people with high online blitz ratings that aren't all that good at chess. They have a good internet connection though.

Take lessons
Watch games
Learn strategies ( names )
Play longer games
Play shorter games
Analyise games/ mistakes
Practice end game scenarios
Find a mentor 

Play chess games, Consider every legal move you and your opponent can make. Make sure to save some time for the endgame then use it to visualize by calculating.
