#7 it isn’t. When I was lower rated, and my opponents would hang pawns in the opening, I wouldn’t take because either I would be kicked and lose a couple turns of development, or I didn’t notice them. Game review told me it was better to take the hanging pawns.

Yes, if your opponent does a bad move and if don't takes advantage of it their bad moves will turn into a good moves so, better you punish them on time!!
