Late player and starting the clock

I was looking at the US Chess rules and have a question about late players. I have read that if you are white and black is absent then white may make the 1st move and start blacks clock OR start blacks clock without making a move. But if you are black and white is absent then what do you do? I would think that black would start whites clock as soon as the TD says to start the games and just let it run while waiting on white to show up. Is that correct?

Yes you are correct, make a move and start the clock as white or start the clock as black. If they are absent for 30min the game is forfeit.

It's an hour to lose by forfeit or the first time control if it's less than that.
