what age is too late to start chess to become at a decently high level

i just turned 15 years old and im starting to get into chess, how much of an effect does starting at a later age have and how much would need to be played in order to compensate

This is a tricky question. 

I personally believe anyone can become an NM. Anyone. You just have to put in the effort. It takes a ton of effort to earn a title. Hours a day playing chess, reading chess books, practicing tactics, etc. 

The question isn't how much farther back you are than someone that started at 6. The real question is how much effort are you going to put into chess?

I'm 75 and I'm giving it a go. I played a bit back in the 1970s, but I decided last week that it's good brain exercise so I'm going to give it my best shot.
