You should promote to knights instead of bishops, since they can go on both colors. You can then use the remaining pawns to capture the promoted knights so they get a clear path to promotion.
@incorrectname That wouldn't work. Doing so would waste vaulable promoted pieces and captures.
Oh I misread, we have to keep pieces on the board lol
My answer, so far, is 13. I moved around the queens in my diagram as to allow for castling to actually be able to happen.

How many promoted pieces can you have on the board at the same time with both sides still retaining both rights to the castle?
